Peterborough Town Administrator Pamela Brenner, who serves as chair of the New Hampshire Municipal Association (NHMA) Municipal Advocacy Committee, spoke on behalf of municipalities in support of the proposed bill. LGC Interim Executive Director Maura Carroll Testifies to House Commerce Committee on Legislation to Regulate Risk Pools
LGC Interim Executive Director Maura Carroll testified on May 21 to the House Commerce Committee about legislation that would subject pooled risk management programs to regulation by the Secretary of State. The legislation, an amendment to HB 1393 which is currently in a committee of conference, would enable the Secretary of State's office to interfere with the business practices and actuarial decisions of a pooled risk program—such as LGC’s HealthTrust—when it determines, in its sole discretion, that the program is not following the law. This could have severe consequences for the ability of municipalities to obtain insurance at affordable rates.
